End of the Electoral Commissions of Sports Federations Workshop

Yesterday afternoon, the workshop of the electoral committees of the sports federations concluded the Electoral Commission and the Appeals Committee organized by the Ministry of Culture, Sports and Youth represented in the Center for the Preparation of Leaders for two days. Moreover, at the end of the workshop, the members of the election committees of the sports federations have a lot of discussions to clarify some of the concepts and materials. Commissioners for members:
The workshop presented the commissioners who have the right to attend and vote, where the names of commissioners are receiving from (3) days before the election, with the Election Commission announcing a list of commissioners at least three days before the general assembly or when it is completing, whichever precedes it. However, the conditions of authorization are the Commissioner should be a member of the board of directors in the club. Therefore, the General Assembly meeting should represent by appointed or elected by the club’s board of directors with the proof. Moreover, the commissioner is determining by a letter signed by the Chairman of the Club’s Board of Directors explaining the commissioner’s statements, the number, date of the board meeting during which his appointment or election was approved.
Moreover, the Election Commission reviews the availability of the requirements by the commissioners of members who are entitling to attend. In addition, if the Commissioner does not meet those conditions, the club is addressed to remedy and correct the error. For any case, the error may not be corrected or compensated by another commissioner after the start of the meeting, no unsatisfied commissioner is allowed to attend the General Assembly, and voting in the elections is in the personal presence of the commissioner who meets the requirements. There is no authorize for another person to vote for him by proxy or written a letter or other authorization. Each club has the right role of nominating a recommendation card for only one candidate, but the club may recommend only 2 candidates to provide that one of them is a woman running for the mandatory women’s seat, and all cards are canceled if the club grants more than the allowable number of nomination cards. There is excluded from the recommendation card for each woman nominated for the mandatory women’s seat if they have already played the game as a player, coach, or wisdom, but if a club wants to grant her the recommendation card, there is no objection to this provided that she is affiliated with him for at least one year, in this case, she does not ask about experience’s certificate and the Omani member who has a seat on the Board of Directors of the International Federation may – if any – wish to compete for one of the main positions submit his candidacy without restriction or condition.

The Members of the Electoral and Appeals Committees:
Concerning the members of the electoral and appeals committees, a member should be neutral and not run in elections, not participate as commissioner of his club, not participate in the course of an election decision, and sign an undertaking of confidentiality, impartiality, and avoidance of conflicts of interest.
Some of the conditions for candidacy:
The workshop presented the conditions for candidacy, the most important of them: not be accepted for the candidate who has the presidency of the Board of Directors from any of the board positions in any union for two consecutive or separate sessions in the same or other position. Then, the number of courses spent by the candidate for the presidency of the Board of Directors in any of the other positions except President position shall not be accepted when determining the number of allowed courses, and of the electoral cycle in the application of the provisions of this item means the full electoral cycle. Incomplete sessions are calculating completed sessions because impeachment or resignation are the reason for it not being complete. In all cases, the mandatory period of holding international seats is not counting among electoral cycles, and courses count only those who spent as President. In addition, the courses that are spent by the candidate in the international mandatory seat as long as he does not hold that position. So, they are not counting for the election. Therefore, incomplete courses for a candidate that isolate or dissolve the council, but rather the incomplete sessions in which the candidate was elected, resigned, dismissed, or dissolved.

Therefore, the candidate must be a member of the club for at least two years and his membership shall be valid when submitting his candidacy. A candidate for the Secretary-General position is required to have a degree in a management science discipline, or previously held the position of Secretary-General at least one sports federation or club. Also, a candidate for the Treasurer position is required to have a degree in a financial discipline, or previously held the position of treasurer in at least one sports federation or club. Moreover, a woman who is nominated for the compulsory women’s seat is required also to be a member of the club for at least one year or have played the game as a player, wisdom, or coach. Therefore, It confirmed by a certificate from the club or the federation. In this case, she except submitting a recommendation card from any club when applying for her candidacy only.
The completion of logistical support:
The implementation of the workshop of the electoral committees of the sports federations (the Electoral Commission and the Appeals and Appeals Committee) complements the development of the role played by the ministry. Moreover, Ziad Bin Ali Al-Balushi, The Director of the Legal Department in the Ministry and the presenter of the workshop. He confirmed that the workshop came as a continuation of the work carried out by the Ministry previously by supporting sports federations to clarify the statutes of the federations. As well as the logistical and cognitive support provided by the Ministry to electoral unions and committees, for instance, the Electoral Commission, appeals committees for the success of the electoral process, Al-Balushi added that the workshop reviewed the electoral steps under the exceptional circumstances and postponements in the last year.
Useful for electoral commissions:
Moussa Al-Balushi, Secretary-General of the Omani Handball Federation, explained that the workshop was very useful for members of the electoral commissions and sports federations and explanation of all electoral steps and procedures. The ministry should clarify and support the process before the elections only according to what they have. Then, following the regulations and laws as a supervisory body. Therefore, the main role is on the electoral committees nominated by the general assemblies to manage the electoral process.
Achieved goals:
Mohamed Al-Musharrafi, president of The Qurayat Club, pointed out that the workshop was good and achieved the goals that we want it and explained many topics that may constitute confusion with the election committees and appeals while carrying out their tasks in the next elections of the federations. Also, he emphasizes some of the central points that are important to focus on the committees to avoid mistakes, and these important points are clubs that have the right to attend and participate in the meetings of the upcoming general assemblies. It will be the election of new boards of directors of federations for the coming period as well as the enfranchisement of Candidates for these elections to meet the conditions specified in the statutes of the federations, al-Musharrafi pointed out that the ministry plays a leading and major role for the upcoming elections of the unions to proceed, without any problems in these elections. Moreover, these meetings held by the Ministry of Electoral Commissions and Appeals Committees are evidence of the ministry’s keenness for the implementation of the statutes of sports federations to be clear, easy, and without any ambiguity.
