Forming of the Main Committee for High-Performance Sports

His Highness Sayyid Dhi Yazan bin Haitham Al Said, Minister of Culture, Sports and Youth, issued a ministerial decision to form the Main Committee for High-Performance Sports, which will be headed by Him. In addition to the Undersecretary for Sports and Youth as Vice President, the Oman Olympic Committee, the Secretary-General, the Minister’s Adviser for Sports Planning, General Planning Manager, Director-General of Administration and Finance, and Ali bin Abdullah bin Hareb Al Habsi the Director-General of Sports Activities is a member and Rapporteur. This decision is a result of an integrated vision for the development of high-performance sports, within a reasonable timeframe. Also, that contributes to achieving the future vision of Oman 2040, “Oman among the developed countries”.

Moreover, the decision aims to create a framework for the care of the currently talented athletes who have proven that they have latent abilities that qualify them to contribute to the future ambition of Omani sport to reach the level of high performance, international and Olympic.

The ministerial decision on the formation of the main committee for high-performance sports will be reflected the characteristics of the approved plan to push high-performance sports towards greater achievement.

The high-performance sport involves setting general policies, programs, and plans to develop the high-performance abilities of athletes from the high performance athlete category from a wide variety of approved sports and supporting them to reach the highest levels in continental and international competitions.

The Committee’s Terms of Reference:-
Second Article, The decision on the terms of reference of the Committee, which make a plan to develop the development of the high-performance sport, including administrative, organizational, financial, and technical aspects. Also, set up a system of classifying high-performance athletes and defining their rights, privileges, and duties. Additionally, the committee’s responsibilities include setting up academic, scientific, and technical controls for the “external sports scholarship” program and follow up to ensure its goals are achieved, as well as setting up the controls and conditions for sports sabbaticals and coordinating with the concerned authorities.

In Addition, the committee will approve a list of athletes who are classified as high-performance athletes, update that list through the reports prepared by the specialized work teams. As well as approve “programs and goals contracts” with the competent sports authorities and athletes who are classified as high-performance athletes. In addition, the committee will identify the target sports for the high-level of programs and provide the necessary ingredients for the good athletes to raise the level of high performance, according to the advanced international experience in this area.

Moreover, set the scientific, medical, and technical and follow-up programs for high-performance athletes, support their plans and preparation programs in coordination with the competent sporting governing bodies. Also, set social, academic, and professional follow-up programs for athletes to follow in coordination with the relevant authorities and the development of incentives for high-performance athletes. The committee also can develop appropriate mechanisms to enhance the involvement of the private sector in the care of high-performance athletes, as well as to foster a stimulating and supportive sports environment that encourages high sports performance.

The third article of the ministerial decision stipulates the formation of specialized technical working groups to implement programs and plans approved by the committee, provided that the member appointed manages coordination, follow-up, and submits periodic updates on the performance and outputs of the work teams.
